08-01-2009 - Regulation without incentive


In a report commissioned by a number of alternative broadband operators in Denmark, Copenhagen Economics investigates the current regulation of access to TDC's copper network. The regulation is based on a principle aiming to create balance between build and buy. The main conclusion is that the ‘build and buy’ principle has not created an effective infrastructure-based competition, but that is has resulted in less effective service-based competition. As a result, the recommendation is to change the current regulation in a way that gives better conditions for the service-based competition.
